Stardew Valley Sandy "gravity-defying" top help

For the costume base I have a royal blue flowy tanktop maxi dress, but I'm struggling to pattern the dot-pattern top part. The less sticky-uppy one I was thinking I could use strong interfacing, but would interfacing or buckram be enough to hold up the other spike?

Would wire be too heavy? Could foam work? I'm pretty new to cosplay but have decent sewing experience. I haven't picked my fabric yet but would prefer to use light cottons or chiffons. Any advice appreciated.
