Can A Shardblade Cut...

The Royal Locks.
It is mentioned that a shardblade can cut hair and fingernails as they are "dead", but what of the royal locks? We see that in warbreaker they are able to be controlled, and thus probably part of a persons spirit web.
My guess is that a shardblade would sever the connection on the first pass, and then only be able to cut those severed hairs on the second?
Thoughts, opinions?
