Question about Harmony and Sazed

Harmony is the combination of two shards Ruin and Preservation. Sazed is the current holder of the shard.

Sazed in his letter to Hoid has said that he finds it difficult to take the smallest of actions due to the opposing nature of his shards. Now Sazed as a Terrisman (Human) is never shown to be a cunning/ sly/ devious character. Intelligent, yes, but not cunning.

Is it because of this nature of Sazed is he finding it difficult to take any action? Meaning that if someone else who was more cunning or sly or devious took up the shards and formed Harmony, would he/she have found ways to work around this constraint?
