Short theory, seems like a large portion of the group assumes a certain person is evil know. Spoilers all just incase

The last time kelsier held infinite power he did pretty good, he also saved the southern scadrians and rules as the Lord ruler.
My real theory here.
Kelsier came and took over the ghost bloods somewhat recently and assumed the role just as he did with Lord ruler. Considering that most shards are not even omnipotent especially across light years it's also a stretch that he is handholding the ghost bloods every order in the case of the day to day orders.
End of Short theory and can't see to many holes in it.
