What happens if our average is under 30 on the 28th of september?

On the road map it says we can move to step 2 on the 28th if our average cases over the last 14 days is 30-50. But what if it's UNDER 30?
Obviously we couldn't go to step 3 (because it requires <5 new cases average over 14 days, but maybe we would go to something lighter than the second step, but stricter than the 3rd step?
Also, it's looking like we could reach the Step 3 requirements before the 26th of october, if we do do that, will we go to step 3 before the 26th?
