Reverse Engineering Halfsies Cookies

How are companies like Halfsies Cookies making these giant, dome-shaped, fully-cooked on the outside, dough-like on the inside cookies? This is a code I haven't been able to crack.
I feel like it's more than just how they're cooked; I feel like there's something different about the recipe, too. A secret ingredient, perhaps.
