Ingredients and then the same Ingredients in the blend/sauce

I've always been curious about recipes that, for example would include some or all of the ingredients in chili powder, then list an addition of chili powder.

Same thing with some BBQ recipes, they call for some of the constituents of BBQ sauce and then for some BBQ sauce.

Curious what this community might have to say about that. My first thought is: Wouldn't it just be prudent to either use the sauce/blend or the individual ingredients of the sauce/blend, but not both?

Now I understand if you're adding flavors that aren't normally included in the blend/sauce, so...what say you?
