Is this black mold?

So we just moved in this apartment and water would accumulate in front of the windowsill. After our work request they start to break it and I took these pictures attached. We have a mold problem and I will spray every corner with it after they get out but I wonder is this black mold? Is there a way to understand it? I have two cats and my wife living with me and I don't want any of them to have a health problem. Thank you for your suggestions and advice in advance!
