2nd floor balcony waterproofing estimate

I got a quote from a waterproofer in Los Angeles for a 12x5 2nd floor balcony. Right now it’s just plywood. I need it waterproofed for exterior tile. The estimate I got was $3,800. He said there are many steps and they use a fiberglass membrane.
Does this quote seem high? I got another quote from someone who would hot mop it for $750. I don’t know how waterproof that method would be down the line. Looking for some answers. Cheers.
