Geo/eng/dirt folks, any ideas on a cause for this?

2nd 12" lift of ag base, first lift had very slight pumping, obviously this is excessive pumping. Met compaction and moisture spec, but of course compaction ≠ load bearing capacity. This section is right over a large diameter pipe, other spots on the lift shot perfect and felt normal.

Excessive pore water pressure? Liquefaction from the vibratory sheepsfoot roller? Air/waterpockets?

(I'm not the dirt guy, I'm 3rd party just trying to understand what I'm looking at here)
