Is there any tolerance for ADA light switch height?

I’m working on a senior living building in NYC and an ADA consultant came to field measure. The accessibility standards drawing in our CD showed both 48” to center but then a note on the bottom that said “line to operable portion” which made it confusing.

We currently have rocker switches and the boxes are set to 48”AFF to center. I suggested using a smaller toggle so we don’t have to tear out 5 floors of sheetrock but it would still be non-compliant since it’ll be ~48.5” AFF.

Is there any tolerance for having them set to 1/2” above the threshold? Is there any other option or is my only option to tear out the sheetrock?
