What is the cheapest cost effective way to build/acquire shelters for the homeless?

I’ve looked into tiny homes, shipping containers, and other solutions, but I thought maybe someone else might have a better idea. It just has to be something basic with running water and electricity, literally somewhere they can go to shower off and rest for a few days to get back on their feet. A temporary shelter that will be inhabited by many different people over a period of time. Sorry if this isn’t the best place to post this. I’m open to suggestions.
