Stool almost out but won’t come out…

I’ve been struggling recently where stool is about half a finger tip away from coming out (it’s that close to the entrance) but it won’t come out. I don’t want to strain since I’ve had fissure before. I just feel the stool is too big and maybe a little too dry.
Also, is there a way to make the muscles down there strong because my doctor told me the muscle that pushes it out has become weak.
