Is there any way we can start a movement to have all states follow Florida's laws regarding vote counting?

While I am disappointed in Tuesday night's results, I'm thrilled with Florida, but particularly with how fast they were able to get to 99% reporting. While I'm sitting here frustrated out of my mind with practically no updates in Arizona or Nevada, I got to thinking, what does Florida do differently? Can we get all states to follow Florida's lead so we can get the results on Election Night as we should? Why or why not?
