We recently had stairs poured and plan to plant some ground cover or low evergreen alongside steps. I’ve read that poured concrete is highly alkaline. Should we be adding sulfur to lower pH before planting? Or will soaking the ground be enough to wash off the impact of the concrete dust?

The concrete is only alkaline until it has cured. It doesn't stay alkaline.

You don't need to do anything.
