Do I need Gravel under a cylindrical concrete footer

As the title states do I need gravel under my cylindrical concrete footer. For some context it will be 42in. under the ground and most importantly be used to hold a bike repair station. So not really weight bearing. So would I need to put 3 in. of gravel underneath?

Can someone with experience explain when it would be a good idea to put gravel at the base of a sonotube vs just rawdogging it right in the ground?

I've never put gravel down under my sonotubes. But we also have hard rocky clay around here that packs down hard with a tamper. I've also never seen it specd on any of the structural drawings for the decks I build.
