How to clean/fix my concrete patio and steps?

I recently got a patio poured, then they came back and poured the steps. The contractor said to make it look better, he was going to go over the steps with some kind of compound. Now it's been 4 weeks, the steps are cracking, peeling and they left splatters all over the patio. He left his pressure washer to come back and 'finish' but I haven't heard from him, and like an idiot I paid him in full when the initial pour was done. Any tips/suggestions on how to clean and fix steps?
