How to report a player/clan

There is a clan on my server (Official server) that put up a line of foundations which happen to kill a spawn location for a world boss. Unfortunately the clan is not very reasonable so communication is some what deaf. So my question is:
Is this something I can report? Is killing a spawn point considered blocking content?
If yes, how do I report? I joined the Funcom website but there isn't a place where you can submit a ticket, its a little confusing.
