How important is your rig performance?

I have a laptop which is around 5 years old with GT 740M. I play on lowest settings with acceptable resolution rate. My fps fluctuates around 20-60 fps (avg 30). Sometimes I win or lose when I fight people at my skill level. I do mostly ai fights to complete challenges and save steel till I get a new PC but occasionally I play real duels. Sometimes people with real experience comes in and I cant do shit. Now does my performance get struck by my rig or is it just I suck?
