I lately have been playing and noticed a recent influx of "laggy" players. I meet an aramusha who's lights and heavies were so blinding fast that I was caught off guard. Does lag make attacks fast?

Also that same guy and a few matches later with two LBs were throwing heavies out at blinding speed after a shove. Then crazy enough, he'd fient and heavy and the gb symbol would never appear but luckily I knew what a gb looks like so I was able to counter that.

And finally in both these instances hitting an opponent doing damage then they suddenly block and the health returns, by then I get frustrated. I know it's definitely not my sevice provider. I usually stay at a 9 ping in any game I play since I'm able to check it frequently. Will lag comp fix this?
