Gear stats irrelevant?

So at first I thought that higher quality gear generally offered better stats. But I realized a while back that they actually still offer the same "total bonuses" as lvl 1 gear. In all honesty, I would rather have a balanced build over pumping up one stat while losing another. With the nerf to the revenge meta, it really seems like a balanced build is optimal, which is hard to get with top level gear.
Not that I have a problem with this, since I think gear should be purely cosmetic anyway.
