Privacy for a shower only?

Why is there a taboo or stigma about showering in the open?
I've been to coed nude resorts and spas that have partitions or curtained showers.
The whole area is wet and you're naked outside the shower.
I always refuse using the curtain because it doesn't matter.
Yet I can see men and women glancing or looking because I choose to keep the curtains open.
Can we stop sexualizing water and hygiene already.
