Why aren't there 3rd party CTS resources?

I'm currently studying for the cts but I was curious as to why certs like comptia and cisco have a wide variety of 3rd party resources from books to websites and such. Is it simply the fact there are more people wanting to take those tests or is there something else like licensing?
