Are mid split tier Upload speeds available yet for me?

I live in the City of Chicago, in the Uptown neighborhood. I have the Gigabit Plus plan and it seems that even though I have the XB7 Modem and Xfi Advanced on my account. I am getting max of about 35 Mbit Up. Please advise me if it is available in my area of Chicago?
