Are there jobs in Water/Environmental resource management with only a bachelors degree?

I’m thinking of going back to school, I was an environmental science major for a year before dropping out because it didn’t seem like there were many opportunities at the bachelors level. No I’m looking at a water/environmental resource management program and am just wondering if I’d run into the same problem?
