What does "Rock Chalk" mean, and why do you use it?

Lot of respect for Kansas and its fans, but I've never known where "Rock, Chalk, Jayhawk" came from. It feels like it should rhyme, but doesn't quite get there. What's the significance? And are there certain times that cheer is more appropriate? (like after a big play, or to start a rally, etc.)
I could Google it, but this should be a lot more fun. Please enlighten me, Jayhawks.
