A statement from the Foreign Office of the Democratic People's Republic of Korea:
It is with great pleasure that after many weeks of negotiations the great nation of the French Republic and the Democratic People's Republic of Korea have come to an agreement which will see our two nations grow ever closer in peace and prosperity. While in the past our two great states have been at odds for over a decade now they have continued to improve in the wake of increasing economic, cultural, and diplomatic ties. But more than this, we both share something in common, a belief that nations should be politically, economically, and militarily independent from powers who wish to control and force our hands.
Through this growing cooperation and these shared common beliefs our two nations have come to the following agreement:
- To further develop our improving relations by formalizing official diplomatic relations.
a) The DPRK's trade office, currently located in Paris, will be expanded to serve as a full embassy complete with staff and formal representatives. In addition a luxurious building within the diplomatic quarter of Pyongyang will serve to serve as the French Republic's embassy within the DPRK.
b) An official state visit from General Secretary of the Central Committee of the Workers' Party of Korea Kim Il-sung will take place on his upcoming worldwide trip in 1969. This will see the two leaders meet in order to further develop ties between our two states. - The two states will further remove barriers for trade and pledge to promote economic cooperation.
a) A meeting will occur between the French Ministry of Economics and the DPRK's Ministry of Finance will take place before the state visit in order to finalize the details of this newfound economic cooperation. - The French Republic pledges to provide humanitarian aid to the DPRK to help resolve the ongoing refugee crisis gripping the nation.
a) This aid will be in whatever form the French Republic chooses and no set amount has been formalized.
The French Republic and the Democratic People's Republic of Korea hope that this agreement can prove that cooperation between states who were once at odds is possible.
