The Chinese Civil War was a humanitarian disaster of enormous proportions. Millions of chinese civillians dead, and millions more displaced. The USSR was not spared from the calamity, as millions of chinese civilians, most of them communist loyalists to the old Maoist regime, fled to the USSR. Not keen on simply giving them away to be slaughtered by the Kuomintang, the Kremlin has decided towards keeping them. The Soviet Union, performing it’s due part in being a responsible power in the region, also agreed towards the transfer of 300,000 chinese civillians out of harms way. The question now arose where do we put all these civillians. Certainly not back into a warzone, the USSR has a responsibility to these people, despite them not being avowed communists, must still have a choice for relocation or repatriation. There will be some adjustments to be made of course, but nothing we can’t handle.

The Kremlin instructed the Siberian and Primorsky Krai oblasts in the RSFSR to begin construction of new low housing units as well as prepare temporary refugee shelters and granting a stipend and bonus to Soviet civillians willing to take them in for a couple of months until the houses are built. All Chinese refugees that after examination and have decided to stay permanently in the Soviet Union, will be granted citizenship and the necessary documentation to start their lives anew as well as food rations. They will be given opportunities and stipends at the state’s bill towards education, childcare, and job hunting based on their skills. It is expected that in total, 1.5 million Chinese will settle in the Soviet Union, specifically in the Far East, Central Asia and cities in Western Russia. Due to rising demand for labor, new Chinese workers shall significantly stimulate the economy of the SSRs they relocate to. The Chinese housing, relocation and reparations program is estimated to cost around 3 billion rubles (3 billion USD)
