[EVENT] The Refugee Crisis, Dealing the the CPC, and Paying for it all

With the ending of the continued Chinese Civil war and the flood of refugees into the DPRK it has created provisions must be made to maintain stability and not have the regime collapse due to the influx of new arrivals. Therefore, the DPRK has decided to enact the following provisions:

The Party Elite:

The party elite of the Chinese Communist Party is a complex subject. There is no doubt that Mao and his comrades hope to continue resistance within China and hopefully attempt to return to the nation in a style similar to the KMT. However, this is certainly not in the interest of the DPRK as renewed hostilities will almost certainly bring the KMT's wrath down upon the nation and may prompt the South to invade while our attention is diverted. Therefore, the DPRK has decided to enact a path of friendship with the Republic of China.

Due to this, we must keep the Elite of the CPC in a state of near isolation to limit their influence with the outside world and ensure they do not spark a Chinese uprising within the DPRK. To ensure this is the case, the state will construct several Ski and Beach resort facilities on the nation's East Coast. These will be enclosed within a security wall to maintain the "safety" of the party members and to keep them within a contained area. Here they will live in luxury; however, they will also be isolated and have only monitored contact with people on the outside.

The Chinese Population:

We receive nearly 1 million refugees, equivalent to almost 8% of the DPRK population. This influx has created crisis levels of under-housing in the border areas and massive issues in feeding and employing all these people. However, it has also created unique opportunities to expand the economy significantly. The people will first be gathered in new large camps with standard DPRK rations, 700 grams of cereal equivalent daily, to each individual. From here, there will be three stages:

  1. Classification.

  2. Construction & Integration.

  3. Settling.

Beginning with classification, DPRK officials will determine all refugees' jobs, skills, and other talents. In particular, academics, engineers, military figures, CPC leaders, factory managers, intelligence officers, and any different roles of importance will be moved into separate camps where they will be integrated into DPRK society directly rather than waiting for new cities and workspaces to be built. Furthermore, DPRK officials are to be on the lookout for any potential foreign agents who may attempt to take the opportunity to enter the DPRK during this time through the refugee system. Others will be moved into these temporary camps to begin stage two then. Stage one is expected to take four months to complete; however it may be extended should additional refugees arrive, as it is expected they will.

To construct new housing for these people and integrate them into Korean society, the refugees will have to assist in creating their new homes and learn what it is to be a Korean. This will be done similarly to DPRK political labour camps, albeit with far better conditions. Time will be split between construction, factory, and agricultural work to assist with the resettling, along with time spent in cultural class. These classes will include both Korean language and writing lessons but political as well, teaching the newcomers the ways of the Party and the teachings of Juche. They must become as loyal to the state as any citizen and provide to the best of their ability. The construction process for these citizens is expected to take five years to complete.

Stage three will begin once housing is built and refugees have reached an acceptable level of Korean language skills, Korean culture acclimatization, and political indoctrination. The housing completed will be given to those who pass this threshold first, with them transitioning to more traditional DPRK jobs such as farming, factory work, etc.

In terms of the costs required to facilitate this, they are as follows:

- Housing: $150,000,000

- Industry: $300,000,000

- Office Space: $25,000,000

- Hospitals: $25,000,000

- Schooling: $200,000,000

- Railroads: $100,000,000

- Roads: $150,000,000

Total Cost: $900,000,000

Luckily, many of these costs, particularly infrastructure and industry, can be tied into our ongoing seven-year plan. In addition, the Chinese reserves we captured will go a long way in paying off this Cost.

Yanbian and Changbai:

Near the border of China and the DPRK are two majority Korean autonomous regions with an estimated 2,000,000 ethnic Koreans. Loyal to the Communist government, the people of this area have called out to our government for their protection as they fear persecution from the KMT. In addition, there are most likely anywhere from 1,000,000-2,000,000 Chinese citizens who live in this region as well, who, due to their close ties to the Korean community, most likely have some cultural and language knowledge. After negotiations with the Republic of China, we have been allowed to establish a visa program to move ethnic Koreans into the DPRK. However, the DPRK plans to do more than that and will impact every individual in the region into the DPRK along with their possessions and all wealth. To do this, DPRK soldiers and workers will gather the area's citizens into districts, have them sign paperwork confirming their desire to move to the DPRK and load them onto trains, ships, and trucks to specialized camps. There they will begin the same process as Chinese refugees; however, they will be given additional assistance to construct their new lives as DPRK construction teams.

In terms of the costs required to facilitate this, they are as follows:

- Housing: $500,000,000

- Industry: $1,000,000,000

- Office Space: $100,000,000

- Hospitals: $75,000,000

- Schooling: $600,000,000

- Railroads: $300,000,000

- Roads: $450,000,000

Total Cost: $3,025,000,000

Luckily, many of these costs, particularly infrastructure and industry, can be tied into our ongoing 7-year plan. In addition, the Chinese reserves we captured will go a long way in paying off this Cost.

The Manchurian Steel Belt:

A unique opportunity emerged with the fall of the PRC and the USSR currently occupying much of Northern China. We have received word that the USSR is allowing us to remain in Manchuria until their allotted withdrawal date in late January 1968. This gives us several months to "acquire" any assets the PRC government is willing to sell before the Nationalists walk in and take it. Therefore, with a bit of force, some cash bribes, and the promises of safety in the DPRK, the three divisions, as well as additional personnel dispatched, are to acquire as much wealth as they can in Manchuria and transport it back to the DPRK. This personnel will wear PLA uniforms and pose as ethnically Korean PLA soldiers acting as roaming bandits wishing to sell the wealth of Manchuria off to gain a better position once the Republic of China enters in several months.

They are to seize food, industry, resource stockpiles, key personnel, and anything else which may provide current or future value to the DPRK as it looks to settle the millions of refugees and new citizens. These personnel also allow as many willing Chinese citizens as possible to move to the DPRK as part of the refugee program. However, this is not to stop the transfer of assets. Particular focus should go on critical targets such as the massive steel works, weapons manufacturing facilities, industrial facilities, strategic material stockpiles, and more.

In total, there should be some $9,351,370,000 worth of wealth within the region, and we should be able to transfer anywhere from $1,000,000,000,000- $3,000,000,000 in material wealth within the allotted time.

Looking into the Future:

With all this done, the DPRK should acquire some 4,000,000 to 5,000,000 new residents, with more possibly coming soon. While life for these people will be difficult for at least half a decade, it will undoubtedly lead to a positive increase as these citizens will provide for a greater DPRK in the future. The material wealth taken from Manchuria brought with the citizens and taken from the PRC's reserves will pay for much of the Cost to settle these people, with the rest being provided by the DPRK and the USSR, who has pledged financial and material support in the resettling of so many people. In all, the DPRK's population will grow around 35% as a result, and GDP should increase by a significant amount as well.

While the effects of this program are yet to be fully seen, we hope that this will strengthen the DPRK in the future and will lead to stability in the region.
