With the tumult occurring throughout China, and the Republic of China reigning triumphant, a surprise entourage arrived by aircraft at the new capital of the Republic of China Nanjing The entourage was from the Soviet Union.
The Representatives of the Republic of China; President Chiang Kai-shek, and Chiang Ching-Kuo presiding.
General Secretary Nikolai Podgorny, Premier Alexei Kosygin, Minister of Foreign Affairs Andrei Gromyko, and Minister of Defense Vasily Chuikov, would be present. the motorcade drove through the city, where the men will meet at the Presidential Palace of the Republic of China
The meeting was highly publicized, with the Soviet Union inviting even Western and international press to witness the ceremony. Whatever happens, the balance of power in Asia has decisively changed
Despite what most international commentators would say, Kosygin and Podgorny, were observed to be in a positive mood despite the outcome
Nikolai Podgorny Good afternoon gentlemen and congratulations on your great victory Generalissimo! You have succeeded in doing what many have thought to be impossible. Kosygin Agreed Generalissimo, all of us have been preparing for this day since the start of hostilities. With the destruction of Mao's regime, we believe the debate over true China has ended. Inferior nations would attempt to keep unproductive grudges, but China and the Soviet Union are superior nations and acknowledge and respect each other. Thus we believe that burying the hatchet is both in our interest and for the greater good.
Podgorny But we shall wrap up with the pleasantries and get down to business, we are ready to sign the Soviet-ROC secret protocol into an official international treaty.

TREATY OF NANKING, 1967 SOVIET UNION-REPUBLIC OF CHINA TREATY OF CORDIALITY
In the interest of a just and peaceful world, on behalf of the Union of Soviet Socialist Republics and the Republic of China, all parties agree to the following stipulations.
-The Union of Soviet Socialist Republics will hereby recognize the Republic of China as the sole government of all of China and will restore diplomatic relations.
-The Union of Soviet Socialist Republics will withdraw all military assets from China effective January 25th, 1968 in order to rotate guard for the authorities of the Kuomintang
-The Republic of China will expel all Western military assets and advisors from China and will forbid foreign basing rights of any nation on Chinese land.
-The Republic of China commits to becoming a member of the Non-Aligned Community and will refrain from taking a side alongside the West, NATO, SEATO, or any Western-aligned coalition in Asian affairs.
-The Republic of China will commit to total nuclear disarmament. The Soviet Union is granted permission to dismantle nuclear arms facilities, research stations, and other key infrastructure of PRC heritage from China. Nuclear Research for peaceful purposes is permitted.
-The Republic of China will guarantee supply lines and land-based networks from the Soviet Union to the Democratic People's Republic of Korea and the Democratic Republic of Vietnam through its territory.
-The Republic of China will return all surviving military equipment and military technology from the now-defunct People's Republic of China to the Soviet Union
-The Republic of China will renounce its claims on disputed Soviet territory along the Amur river and its claims on the People's Republic of Mongolia.
-The Republic of China will recognize Mongolia as being in the Soviet sphere of influence.
-The Republic of China will repatriate Chinese communists unaffiliated or imprisoned by the Maoist regime to the Soviet Union.
-The Republic of China will promise to enact policies of national reconciliation through the admittance of civil servants and lower bureaucrats of the People’s Republic of China into the KMT government apparatus in order to help in the stabilization of the country.
-The Republic of China will allow the Xinjiang Autonomous Region to become a satelite state of the Soviet Union in order to secure stability in the region
-The Republic of China is permitted to retain territorial claims to the Xinjiang Autonomous Region.
-The Soviet Union will refrain from recognizing Xinjiang as an independent state.
Chiang Kai-shek reads carefully, very carefully. In fact, he turns away several times to "consult" with his son. However, he ultimately raises no issue with the treaty, and signs himself, first, then followed by his son, Chiang Ching-Kuo promptly after him, who does not read as carefully, or waste any time. Clearly indicative of Chiang's personal disbelief of inking a treaty with the Soviets, and also winning the war. After he signs, Chiang seems in good spirits, which eases the tension in the room back to the ceremony.
Nikolai Podgorny signs the document alongside Premier Alexei Kosygin and Minister of Foreign Affairs Andrei Gromyko, the four of them exchange a sigh of relief knowing they did the right thing. The men once again exchange hands and celebrate a toast for the triumph of peace.
