1966 was a transitional period for the Soviet Union, while not as earth-shattering as Stalin's death in 1954, the removal of Khrushchev did send shockwaves throughout the Politburo which involved internal elections of the Politburo as well as the government cabinet. Specific ministries were amalgamated into centralized offices. While by no means making them less important than before, this change will permit sectors of the economy to respond more dynamically, specifically the light industry which the next Five Year Plan will focus on.
