The Defense Ministry has made a decision in regard to the rapidly deteriorating situation in Asia proper. We can no longer sit idly by and do nothing. The Soviet Union must ensure that it's investments in China, Vietnam and our many friendly states in the region are not for naught. While the Ministry of Foreign Affairs and the KGB attempts at courting and appeasing the KMT as well as ensuring they will cooperate with us in the near future if the worst comes to pass, it is up to us to fulfill our obligations to the Soviet-Chinese Treaty of Mutual Defense and Friendship. Our word must be maintained at all costs and this shall be it.

Defense Minister Vasily Chuikov orders the Turkestan and Far Eastern Military Districts to be on a heightened level of military readiness, The Red Army Corps of Military Engineers as well as certain Motor Rifle Divisions stated below this document will be deployed in the following regions: Heilongjiang, Liaoning, Changchun, Tibet, Gansu, Xinjiang, Qinghai, and Inner Mongolia. They will be accompanied by Air Defense companies of the Soviet Air Defense corps as well as engineers and reconnaissance companies. Chinese Defense Minister Lin Biao of the People's Republic of China gave us approval for partial military access on these regions in order to improve supply lines for the front and put the Soviet military-industrial complex to bear on the Chinese issue.

The following divisions will be deployed to the enumerated regions above:

-265th Motor Rifle Division to Heilongjiang

-198th Motor Rifle Division to Liaoning

-192nd Motor Rifle Division to Changchun

-201st Motor Rifle Division to Xinjiang

-203rd Motor Rifle Division to Qinghai

-155th Motor Rifle Division to Gansu

-164th Motor Rifle Division to Tibet

All stationed divisions will relieve Chinese forces stationed in these frontier regions to help replenish the front as well as providing security and humanitarian assistance in the region, rebuilding and keeping infrastructure maintained.

The following divisions will be deployed and activated in the Turkestan Military District:

-65th Motor Rifle Division to the Turkmenistan SSR

-108th Motor Rifle Division to the Uzbekistani SSR

-127th Motor Rifle Division to the Turkmenistan SSR

-105th Guards Airborne Division to the Tajikistan SSR

These divisions will be mobilized near Afghanistan to ensure the Soviet Union is prepared for a worst-case scenario in the region. Air wings and air defense assets will also be given notice of readiness.
