It was 1962 which meant phase two of the Imperial Five Year Plan has begun. Phase two is heavily focused on ensuring that food production within the Empire of Ethiopia was guaranteed. Ethiopia had spent many years in recent times dealing with famines, food shortages, and poor management of resources that always affected the common citizen more than anyone else. His Imperial Majesty Haile Selassie was already pursuing reforms of the traditional land ownership system in Ethiopia and thus the protection of food production would naturally come next.


The Imperial Five Year Plan, Year Two

Land reform was a necessary part of ensuring food protection was prevalent across the country and with the recent government nationalization of previously noble/state owned farming land there was already a precedent to uphold.

Another key feature to ensure food security is the development of formal organized marketplaces across the country, ensuring safe delivery of goods, and standardized prices.

The last key point is creating resilience to climate variability and promoting jobs as well as small business development. To do so the Empire will provide education courses for farmers, teaching best practices, and supporting small-scale water development with new pipelines and catchments.

Section 1: Agricultural Land Reform

To ensure that farmers are able to properly cultivate the land citizens who work on Tibibiri, Kubaniya, and Yetelemede lands will be granted each family possessing rights to a plot of land not to exceed ten hectares. These lands will also be forbidden from creating more tenancy agreements and all those that were previously engaged in said agreements will be guaranteed their ten hectares. The families provided with the land will be entitled to the creation of "Peasant Associations" who will be impowered to redistribute land to accommodate young families or new households moving into their area.


Section 2: Food Security

One of the main concerns for the Empire of Ethiopia is the poor food security that curses the nation. Unfortunately the Empire is struck heavily with droughts and famines that last years and heavily undermine the authority of the Imperial Palace. To rectify this His Imperial Majesty, Haile Selassie, has authorised the creation of the countries first formal, organised marketplace. The marketplace will function as a way of ensuring food prices within Ethiopia which should ideally keep farmers from going into poverty from unfair pricing.

The marketplace will be supported by an agricultural goods exchange for the companies that had been formed during the land reform process in 1961. The companies from the Kubaniya lands will be able to ensure fair pricing is given in the stores in the cities as well as provide a semi-mandated pricing guide for importing and exporting goods.


Section 3: Best Practice

To ensure best practice is undertaken in the Empire's fertile lands a large fund group will be formed in order to study abroad in various horticultural sciences. The group will be able to return back to Ethiopia with knowledge gained from nations with more well-established agricultural practices to ideally prevent the inefficient management of privately owned and state farms.

In addition to the Horticultural Study Group His Imperial Majesty has authorised the development and creation of large food banks as well as seed banks to lower the impact of famines or droughts. A personal donation from His Imperial Majesty of $90,000 USD ~ to purchase the goods to construct said banks as well as the foodstuffs to fill them.
