Althoughly narrowly passed, the 1961 July Constitutional Referendum for Southern Rhodesia has finally been passed. After 3 years of hard negotiation, the terms were hashed out between Salisbury and Whitehall, and Edgar Whitehead's government had approved the terms. Put to referendum, it passed by a slim margin of only 53%, being slightly controversial for it's rebranding and restructuring of certain elements of the government within Southern Rhodesia.

However, the most contentious agitation against it have come from Joshua Nkomo and the NDP, who have instead opted to create their own independent poll and election within Southern Rhodesia within Black African communities, highlighting an astonishing percentage of 95% of Black Africans who were against the referendum. However, Nkomo's separate poll has been criticized heavily by both PM Welensky and Whitehead, and the UFP as a whole has already warned Nkomo that the NDP is already a barely tolerated political party within Southern Rhodesia, and that his "falsification" of approval polls went against the very foundation of democracy in Africa.

Due to the terms, the following changes have been instituted within Southern Rhodesia:

1. Southern Rhodesia shall maintain the Westminster System and a Parliamentary system of government.

2. The Legislative Assembly shall be renamed the "House of Representatives" and shall be increased to 70 seats. 50 of which shall be European seats, 20 of which shall be guaranteed to non European citizens of Southern Rhodesia. Both sets of seats shall be elected by first past the post.

3. The post of Prime Minister shall remain, but in recognition of certain realities the mandatory post of Deputy Prime Minister shall be created which by law must be held by the leader of the largest party in the new non European rolls. This is in essence an attempt to create a cooperative government which nips certain nationalist movements whilst insuring the traditional governing members of Southern Rhodesia maintain power

4. The Governor will remain appointed by London though the Prime Minister and Deputy Prime Minister are tasked with jointly proposing a candidate
