The arrival of South Sudanese refugees was like a tidal wave on the borders of Ethiopia with thousands upon thousands of men, women, and children fleeing the violence caused by the Sudanese government. The attitude of Ethiopia was one of Christian charity and love with refugee camps being opened up with the goal of providing safe shelter as well as food and water for the fleeing civilians. What occurred in reality though was a vastly inefficient system where food and water was scarce, violence ran rampant throughout the camps as different ethnic groups were forced into close proximity with one another. Although these camps were nowhere near ideal and some would say not much better than the war-torn villages they left, the Ethiopian officials tried their best to ensure there was law and order through corporal and capital punishment.
In the camps international organisations are frequently allowed access (although not without a bribe) and they have done a large percentage of the actual treatment of the sick and wounded. The Ethiopian doctors and aid groups tried their best but were largely hindered by the lack of modern equipment and training coupled with the fact that a lot of the doctors hired by the Imperial Government were "ghosts" and forged their hours at the camps.
Over the weeks at the various refugee camps there was a common discontent with fleeing from their homes and some of the youth have begun meeting in the camps, organising groups to eventually return home and liberate South Sudan. After some careful political machinations done by the Ethiopian Government, A large portion of the South Sudanese refugee groups have united under one coalition known as "The Free South Sudanese Army of God" (FSSAG) who's goal is to liberate South Sudan and expel the Muslim northern elite from the traditionally Christian south.
These groups would be funded and trained in secret camps across Ethiopia. An estimated $150,000 USD would be spent on equipping the South Sudanese militants with weapons as modern as Ethiopia itself could muster. Because of this, these groups would mainly be equipped with weapons from WW2 and in some rare cases, earlier. The FSSAG would be used to achieve Ethiopian ambitions and goals in Sudan and in an ideal situation create a free South Sudan under the informal yoke of Ethiopia.
