EDIT: A Guarantee of Rights for the Eritrean Region

Ever since the formation of the Ethiopian-Eritrean federation there has been rabble-rousing and unrest from the Eritrean political society. In order to placate the Eritreans, His Imperial Majesty Haile Selassie and his son-in-law, Emperor's Representative Abiye Abebe have decreed a set of rights to be set into law. While these laws designate rights and powers granted to the Eritrean state, this does not indicate an annexation has taken place. In fact with this policy, His Imperial Majesty hopes to retain Eritrean sovereignty

The Rights of the Eritrean People

1. The Eritrean Province will hereon out be known as The Tigrinyas Autonomous Region (TAR)
2. The Tigrinyas Autonomous Region's legislature will be hereon out be known as The Tigrinyas People's Assembly (TPA)
3. The TAR will be entitled to a local militia of 1000 men, to be armed and trained by the Imperial Army
4. The TPA will enact laws in the TAR under the approval of the Emperor's Representative
5. The Tigrinyas are entitled to the right to elect a Chief People's Representative under approval of the Emperor's Representative
6. The Tigrinyas will be exempt from religious persecution

The Assemblymen of the Tigrinyas People's Assembly

1. The Assemblymen of the TPA will be elected triennially
2. Assemblymen must be above the age of 25 and are registered Tigrinyas
3. Assemblymen must have no criminal convictions

The Powers of the Tigrinyas People's Assembly

1. The TPA will be allowed to make/repeal law under the approval of the Emperor's Representative
2. The TPA will be allowed to enact local government programs of development
3. The TPA will be allowed to build new infrastructure i.e. schools, hospitals, roads, power stations, police stations
4. The TPA will be allowed to create a native Tigrinyas police force if wished so
