With the end of the British Mandate, the State of Palestine and the Constituent Assembly transitions from a temporary government recognized by the U.N. to the official government of the entirety of Palestine, recognized by the United States, France, and Turkey.
However, with independence comes issues. Notably, a literal war of extermination.
The morning of February 1st, the Constituent Assembly passes a resolution determining that a constitution shall be written and promulgated in a time no more than three years, hopefully managing to avoid whatever unrest comes in that time frame before then. In addition, the Constituent Assembly formally takes the mantle of successor to the British Mandate of Palestine and once more declares itself the legitimate government of the new State of Palestine.
