[spoiling the whole post because this would almost be a domestic blop in terms of metagaming potential etc. but those aren't a thing anymore]

With Lebanon having a clear target on its back no matter the victor of the Syrian war, Lebanon must undergo all necessary measures to prepare for a second Lebanon War as an inevitability instead of a possibility. High command has used the term "strategic fortification" to encompass various pre-emptive efforts to hinder the future invasion of Lebanon through multiple lenses, including logistic and human. These have the end objective of making the invasion of Lebanon prohibitively costly in materiel and lives, preventing a debilitating alpha strike and blitz through the country, and delaying the enemy until foreign intervention arrives, establishing strategic depth through non-geographical means. Some of the initiatives are listed below :

Operation Memory Remnant:

The goal of Operation Memory Remnant is to facilitate the continued operation of stay-behind forces in Lebanon in the event of invasion. These forces are anticipated to be a mixture of local militias and commando forces such as the newly-created Long-Range Patrol Group and the Lebanese Commando Regiment. This will be composed of two main parts. The first is planning-related, towns east of the Mount Lebanon range likely to be occupied first would have local cells organized and armed ahead of time, provided with AT mines and surplus guns panzerschreks in small, de-centralized groups. Second is logistics-related. A network of imperishable food caches, hide-outs, and gun/ammo drops will be established spanning the Mount Lebanon range to the foothills of the Beqaa Valley and to the Syrian border.

Operation Mountain Shield:

The goal of Operation Mountain Shield is to hamper the effective movement of enemy forces through the Mount Lebanon range into the heartland of Lebanon. This will take multiple forms. The first, and perhaps most direct, is the preparation of concealed AT gun positions (including the AT guns themselves) along mountain passes, of which there are not that many, as well as the pre-planning of anti-vehicle mine locations that can be dug in a matter of hours. In addition, basic logistics and rudimentary trails on the hills/mountains themselves will enable Lebanese forces to deploy across them. This won't allow them to perform miracles or cross them as full combat formations necessarily, but can facilitate mountain-specialist Commando small units to strike across them and limited-scale ambushes with mortars and AT rockets.

Operation Mosaic Tide:

The goal of Operation Mosaic Tide is to coordinate the actions of the various militias across Lebanon that totally don't exist in an official sense. While treating them as less-organized light infantry forces is convenient, it would not be very advantageous, as the various militias are limited geographically by their motivations, but also have unique local ties that facilitate guerilla warfare in their home turf, "hitting the ground running" in the case of asymmetrical resistance. As many militia leaders (at least on our side) now double as politicians for our various political parties, most of which are pro-Lebanese independence by virtue of existing, the will exists to coordinate and integrate militias in the event of invasion. While the official Lebanese position during peacetime remains that these militias do not exist and are illegal under the peace agreement, and will be phased out in favor of the regular army, during war time, who's to say that they don't find access to some pre-prepared Lebanese arms caches and have orders that happen to coincide with the greater national defense strategy nicely?
