Running concurrently with economic efforts predominantly in the Christian sector of Lebanon, Amal has devised its own policy to be executed in predominantly Shia territories in the Muslim and Federal sectors. It mainly involves corruption reform, bureaucratic streamlining, and other measures to create a steady revenue stream and rule of law in these territories, which can then eventually be re-invested back in these regions.

One particularly unique economic activity that has the potential to be extremely lucrative is marijuana. Marijuana is extensively cultivated in the Beqaa Valley, stretching through federal and Muslim territories in the East/North-East. The recreational consumption of Marijuana has a long history with the Lebanese people: ancient Phoenician ships had chewed-off marijuana stems indicating consumption, and the cultivation of the marijuana plant has roots in the times of the Roman Empire. More recently, factions of the civil war including Amal have relied on drug proceeds to some degree to sustain their war efforts.

By encouraging the cultivation of cannabis/hashish, Amal hopes to greatly increase the marginal profit for every agricultural worker in the region. While obviously producing more money for the government (and Amal of course), it would also reduce the regional dependence on Syrian migrant labor (of which supply is undependable at best given recent events in Syria) in the agriculture industry to maintain the same level of profit. With state support, investment, and organization, profits could perhaps reach into the billions in the Bekaa Valley.

In response to "baseless accusations" that weed could be considered "haram", Amal gives several responses. First, a totally reputable Shia community leader and Imam has added to the Shia hadith that the consumption of weed does not count as "intoxication" under the Book, instead being more of a "stimulation" or "mood-enhancement" similar to caffeine or nicotine (if it didn't harm the lungs). It uplifts the faithful and helps them connect with Allah. Second, consumption of weed in Lebanon itself has not been legalized to any degree anyways, the weed is for foreign export and consumption to predominantly non-Muslim countries. While possession is not illegal due to the nature of growing the drug and consumption bans would likely not be able to be enforced very well, consumption still is not legal in Shia territory.
