In response to the disaster that was the Boston "incident", Polish intelligence is being purged from the top-down both in response to external pressures and as a political maneuver to keep power after several setbacks. This would involve a re-organization of the ministries involved.
Until now, the Ministry of Public Security under Marian Spychalski has had a broad purview over both internal secret police and external intelligence operations. It will be renamed to the Ministry of Security with this same scope, except its internal division under the Security Service will incorporate elements of the Ministry of State Control that would be disbanded. In addition, a new agency dedicated towards foreign intelligence operations will be created named the Intelligence Directive. Spychalski and Mozcar will be purged from government and tried for criminal negligence, incompetence, and treason.

While Moczar is a little disappointed, the move to foreign intelligence being an attempt to remove him from any sort of domestic influence, he is still surprised that he is in government at all considering the lack of hardliner influence in the rest of the cabinet and political structure. He starts to build up his new agency in earnest, at the very least so he has a weapon to wield to influence politics somewhat.
One pet project of his is the development of a modern day super agent, one that can single-handedly take down the opponents of the Polish regime around the world while remaining agile and small enough to avoid Western intelligence. Thus, the start of the "Smooth Operator" (Å‚agodny operator) project, which aims to develop a carefully-chosen prepubescent into a lethal killing machine. He will speak seven languages, move in hostile space with minimum waste, and execute cunning and ruthless maneuvers with an unendingly cold heart. In addition, he will hold extensive knowledge of alcoholic beverages and formal wear attire.
Moczar had just the right guy. He had been head of the legal defense for Michał Wazowski, the guard who started this whole mess. He was also acquainted with his son, Michał Wazowski Jr. After his father got on probation for committing a war crime, he had been in the custody of the state, attending an elite state-run magnet school in Warsaw where he had excelled athletically and academically. At the age of 14, he is a little old for the program, but is otherwise suitable for a grueling, full-time multi-year training process. He has been relocated to a complex outside of Poznan, where he will undergo intense physical conditioning, guns training, and instruction on how to drive different vehicles, as well as modern theory on intelligence maneuvers, split-second decision making, and evasion.
