With the Third Five Year Plans, also comes, behind the scenes, a reevaluation of China's overseas commitments. With Mao out of the picture, an analysis of China's fiance has seen massive cash outflows to random insurgent groups in Africa, even those that are only Maoist on paper, are aligned to China in theory, but in reality are nothing more than bandits. With Africa still half colonized, and the other half suffering from rushed decolonization, Africa is the perfect opportunity for China to not only gain international soft-power, but also kneecap both the Soviets and the West in one fell swoop. The Third World must be unified, if only to prevent further imperialism and colonization.
Operational Plan for Africa: General Goals/Plans
Chinese aid-workers and aid-programs will begin an expansion into Africa, to not only provide cover for our... other interventions, but also improve the average livelihood of the African people through agricultural aid and medical care that can not be provided due to rudimentary outreach, or lack of funding. While some ideology will be included to help in our ideological and material struggle against the decadent Soviet Union, the focus will be increasing African-Chinese cooperation and friendship, allowing for a mutual uplifting of both for the betterment of all.
Portuguese Colonies: 2nd Conference of Nationalist Organizations of the Portuguese Colonies (CNOPC)
With Portugal doing active reforms and trying to strengthen its rule over Guinea-Bissau, Angola and Mozambique, the time is now to act before capitalism entrenches itself in dominion over Africa even more. While the unification of these parties in Morocco in 1961 into a common front against Portuguese colonization has seen some benefit (particularly in Guinea-Bissau), our comrades elsewhere in Africa have yet (to our knowledge) receive aid from any other Communist nation. As a result, we will secretly invite members of the CNOPC to a neutral location to begin further cooperation and advance the banner of socialism in solidarity!
British Colonies: East Africa
With the British promising independence for the region (by 1962 at the latest), and not following through, there is amble opportunity for Chinese influence and opportunity. While the obvious play would be to utilize members of the Chinese diaspora on Zanzibar to assist our efforts, we will let efforts play out in Zanzibar owing to the relative distrust of the Arab rulers on the island protectorate. As a result, we will focus efforts on making connections with Nyerere and the TANU, seeing about a radicalization of TANU and creation of a broader coalition in exchange for Chinese support against British colonialism.
The same outreach given to TANU will be given to KANU in neighboring Kenya, aiming to help radicalize KANU and widen their political appeal in exchange for Chinese support against British colonialism. However, in Uganda, the plan for spurring British decolonization will take a two pronged approach. One will be Chinese assistance in strengthening of the UPC and potential radicalization in area outside of Buganda in exchange for Chinese support, while the second prong will be aimed at undermining the power and influence of Muteesa through Chinese support and assistance of the Democratic Party in Buganda proper... after all, monarchies must be dismantled and Uganda would do fine focusing on undoing the legacy of British colonialism.
British Central Africa: Central African Federation
While there have been some... attempts for Rhodesia and by extension the Central African Federation to moderate its policies towards the native Africans, there are those in China who believe it to be too little, too late. With the Congo in heavy turmoil in-spite of some reforms granted at the last hour, the CAF has seen its time extended by very piecemeal reforms, but African discontent at minority rule has continued to rise. As a result, China will begin efforts aimed at not only bring together political groups from Nyasaland, Zambia and Zimbabwe, but have them collectively aim at bringing an end to imperialism across the entirety of the CAF instead of focusing on one region at a time.
Central Africa: The Congo Disaster
With the Congo effectively partition into two, China will begin efforts to aid the Free Republic of the Congo centered in Stanleyville against both Katanga and the government based in Leopoldville. While this might interfere with the UN Mission to the Congo, it is expected that discrete funneling of old Soviet arms (with serial numbers reprinted/randomized) being replaced in China will bring Stanleyville the aid it deserves, all the while drawing international attention against the Soviet Union should the arms be discovered... a win-win!
