1958: Chiang Kai-shek On The Eight Freedoms And Policies Of The Return To the Mainland
[the longer version with fancy words, mostly it's just "reverse land collectivization, you can grow what you want now in the marketing materials]
1: The Complete And Total Reversal Of Land Collectivization And Restoration Of Rights Theroef
The Republic of China commits totally and unconditionally to the reversal of the tyrannical imposition of foreign land collectivization under the aegis of Mao and Zhou's regime. All territory liberated by the Republic of China will immediately see all land collectivization reversed and all virtuous Chinese peasants free to till and utilize the land as they see fit.
2: Freedom To Work
Following up on the first one, the Republic of China believes in the freedom of the hard-working Chinese to do whatever they wish under whatever terms they want [within reason]. There will be no complex assignments of labor or restrictions of the operations of private enterprises, of which many still remember the practice of--no punishment of the shopkeepers or the merchants, whom will be free to ply their trade as they see fit.
3: Freedom To Travel
With the recent introduction of Hukou in January of this year, following years of increased restrictions on internal travel and movement, the Republic of China will commit to its complete and total abolition and the ability of the Chinese people to reside wherever they wish within our vast nation, from Taipei to Xi'an. This also means abolishing the second-class status of the rural peasantry when it comes to benefits [at least nominally] and allowing them to urbanize as they clearly seek to do. Furthermore, it means allowing all Chinese citizens to travel outside of the nation and emigrate freely using the passport of the Republic of China.
4: Local Autonomy For All Ethnicities
The Republic of China believes in the principle of local autonomy, down to the smallest neighborhood wardens, and believes in autonomy for all the ethnic groups of China, from the Miao to the Manchu, in their various home regions. This in effect promises to maintain the pro-minority policies of the communist party under nationalist rule, something that's been somewhat touch and go--and also is big for Tibet and Xinjiang.
5: Rule Of The People
Once the communists have been expelled, China will once again enjoy true, multiparty democratic elections, in which none is punished for the "incorrect vote", and all can express their opinion.
6: Rule By The People
China will be ruled by the people and their elected representatives, not an elite clique of party apparatchiks that fashion themselves new emperors at Zhonghanhai. The Republic of China will restore the capital to Nanjing as Sun Yat-sen intended.
7: Rule For The People
The new state will ensure that none shall be without food or water, that all shall receive an education, healthcare, and other such benefits absent to them under the communist system of government, and while this may not be immediately possible it shall be in the near future once the inefficient and corrupt communists are purged from China.
8: Rejection Of Expansionism And Abolition Of Conscription And Forced Labor
Once the Republic of China has expelled the Soviet puppets, it commits to ending military conscription, adopting an all-volunteer, professional, elite force, and to ending the practice of punishment for political crimes through forced labor so common under the communists, along with related "re-education" practices. Furthermore, the Republic of China commits to immediate peace without annexation or indemnity with all of its neighbors and seeks to coeexist peacefully with all neighboring polities, even the Soviet Union, on equal terms as one of the world's great powers. The Republic of China rejects the idea of foreign interventionism pursued by the communists that has gone disastrously for China.
Conclusion:
These all sound very nice and are being blasted over the airwaves and distributed in leaflets; and to some degree implemented in ROC controlled territory, such as it is. Whether or not Chiang means it is unclear, but it is not exactly out of line with his political beliefs [inasmuch as he has any] and it certainly is the sort of policy that sells well with the rural population, though whether Chiang can start a rural guerrilla resistance to the communists is somewhat questionable.
