With the recent Tanganyikan announcement committing to standard gauge, the most expedient choice is simply to follow this. The good thing is that we already have an extensive railway system across Southern Rhodesia, which stretches northwards to the Northern Rhodesia border with the Congo. There is also a fairly comprehensive railroad stretching the extent of Nyasaland. The bad news is that we have to convert all of this to standard gauge, and convince the South Africans to do the same if we are to make a truly trans-African transport network.
A second matter of course is building new rails. Our Southern Rhodesian rails could use a couple extensions to less central locations. A more important issue is running rails through the rest of Northern Rhodesia that isn't covered by the singular rail running northwords through Lusaka. A rail system will have to be built from scratch both westwards, to service the big population living there, and eastwards, to link up with Nyasaland and Tanganyika.
The first order of business is starting the conversions formally and starting the construction of two central railways. One will go from Lusaka to Zambezi, and the other from Kabwe to Tundoma (and to Tanganyika if agreeable), with a fork that goes to Nyasaland. If these are successful, further rails will be built primarily in Northern Rhodesia, though encompassing all three constituent states.
