In the last year attacks by this group the "Mau Mau" have increased in the Lari region west of Nairobi, culminating in a massacre of hundreds of Kenyan loyalists. This was, of course a disturbing vision of the past-- reading of the massacre of British loyalists read like a newspaper article out of the era of the Scramble for Africa.
Naturally Her Majesty's Government was unhappy to learn of this. As a prerequisite to any sort of full-scale military intervention, the Colonial Office and War Office coordinated on a plan. The battalions of East African foot infantry would be rotated to shift Kenyan battalions into Uganda and to shift the Ugandan Rifle Battalion (alongside the Malawi Rifles and the 2nd Battalion, Tanganyika Rifles) into Kenya. The ill-conceived efforts of the Attlee Government well tainted the Kenyan battalions, their loyalty could not be assured when some of the best land in Kenya was given to European settlers.
Additionally, the War Office directed No. 651 Squadron RAF and No. 45 Squadron RAF, the former a reconnaissance detachment flying Gloucester Meteors and the latter a fighter unit trading their newer fighters for dependable de Havilland Mosquitos-- the theory being that their slower speed would give them superior time on target, should a target present itself. African malcontents were unlikely to have any anti-aircraft artillery.
Forming the information backbone of the following operations would be a coordination between SIS and GCHQ, the former developing human intelligence sources such as can be obtained to identify targets of interest within the Mau Mau movement and the latter monitoring signals intelligence in the even the Mau Mau were operating with the benefit of modern technology such as radios or the like, at which point they would assist in the interpretation of that intelligence to discern operating bases and forward that information to the troops on the ground.
The Army was eager to volunteer First Regiment, Special Air Service for this operation. Working in conjunction with reliable Kenyans who knew the land around Lari well, the SAS would be charged with identifying and capturing Mau Mau leaders in the Lari region. If they could not be captured, they would be killed rather than allowed to escape. RAF would assist with the No. 651 Reconnaissance squadron overflying the operational areas to identify any concentration of irregular armed forces and relay their location to the SAS and African units. If a significant enough gathering was detected or engaged by the ground forces, No. 45 Squadron can scramble to conduct ground attacks.
Following operations in Lari, the Uganda Rifles, Malawi Rifles, 2nd Tanganyika Rifles, and 1st Regiment SAS would travel on to the Bomet area and conduct the same operations-- regular units would keep order while SIS and GCHQ did their work, then SAS and Kenyan contacts would root out and capture Mau Mau leaders.
In all regions a strict chain of command is to be established and adhered to. The Kenyan officers currently engaging in ethnic violence are to be shifted to different regions of the country or outright relieved of duty. The Colonial Government in Nairobi would extend to tribal leaders of the Kikuyu safe passage (guaranteed not by the Kenyans themselves but by British military units) to the city to enter into discussions about ending the violence.
