China, May 20 of 1952
Tibet has finally joined the People’s Republic. In a well-organized operation, the Prime Minister of Tibet realized his mistakes, and realized that Tibet is an integral part of the PRC as the legitimate successor state to the ROC. Now that Tibet has been liberated, and the PLA is marching on the region as this document is being written. The goal of the People’s Republic of China, in its noble quest to end the Century of Humiliation and bring forth glory to a renewed Chinese nation, is one step closer to completion. But what is, in its core, ending the Century of Humiliation? Is it not to also provide for the Chinese people, rather than simply acquire all of the de jure territory that the Chinese nation has had for centuries?
That is what Liu Shaoqi believes in, and it is through his policies that the PRC has written the Six-Point Directive for the region of Tibet, now that it has been liberated from the claws of imperialism. The directive, written for the purpose of providing respite to all Tibetans of the cold misery of theocracy and enslavement, is composed of the following proposals:
- I. Provide economic aid to Xizang in the form of seeds, farming equipment, canned foods and water pipelines;
- II. Provide technical aid to Xizang in the form of skilled CCP party cadre members, intent on distributing the revolutionary ideals to the impoverished Tibetans. Those who are unable to read will, at first, build winter schools, and then participate in them in order to attain literacy in Chinese and Tibetan;
- III. Provide political aid to Xizang in the form of skilled political commissars that can begin the political integration of Tibetan troops into the People’s Liberation Army, teach them the principles of Marxism-Leninism, and provide them with rehabilitation, in case they were rebellious supporters of the illegal Tibetan regime;
- IV. Provide social aid to Xizang in the form of the construction of basic hospitals and clinics, begin free medical check-ups and provide basic lessons in higiene and first-aid to all Tibetan peasants. Teach the basic signs of diseases such as pertussis and measles, alongside signs of starvation, dehydration and addiction;
- V. Provide Socialist aid to Xizang in the form of personnel to begin building the regional administration of Xizang, provide the means of communications between Lhasa and Beijing and build the administrative infrastructure necessary to calculate revenues, perform censuses and all the administrative functions of the People’s Republic of China.
- VI. Curb the flow of opium in the region of Xizang. The PRC will provide aid in the forms of manpower, aid from the MPS and the usage of peasant associations to curb the usage, production and trafficking of opium throughout all of Tibet.
Alongside of the Six-Point Directive, drafted by Liu Shaoqi, Chairman Mao Zedong has drafted a short speech, to be widely publicized all over Tibet through soundcars, speakers and literature written in Chinese and Tibetan. The speech, dated of May 21 1952, is as follows:
“Xizang is, has been since the Yuan Dynasty, and always will be, an integral part of the Chinese nation. The Tibetan people are an inseparable part of the Chinese nation, and any attempt to divide them from China will be doomed. The Central People’s Government and the People’s Liberation Army have complied with the cries of help of the Tibetan people. The peaceful liberation of Tibet is another step to ending the Century of Humiliation, and the attempts of Western imperialist powers to fracture China into a minuscule fraction of the beautiful and ancient nation that it is. The next step is to liberate the people of Tibet from hunger. From slavery. From thirst. From poverty. All Tibetans will know of the virtues of Chinese Socialism. All Tibetans will know of the liberation against the Capitalist powers that have risen through the centuries. I wish to congratulate Comrade Ngapoi Ngawang Jigme for his wise behavior in seeing the futility of maintaining the illusion of independence, the false narrative of Western powers, and in acceding to the demands of the People’s Liberation. Long live the People’s Republic of China. Long live Xizang. Long live the union between our people.”
