With the recent reestablishment of amity and friendship between the nations of Spain and Belgium, the Belgian government would like to reach out to the Spanish government with regards to cooperation in the fields of arms development, particularly small arms. The firm FN Herstal, our leading weapons manufacturer, undertook a project beginning in 1946 to develop a new self-loading rifle, the FAL, firing the German 7.92x33mm Kurz cartridge. We would like to invite the Spanish arms manufacturer Star, who has experience in developing pistols and submachine guns, to cooperate on this project. In addition, the Belgian government would like to investigate the possibility of acquiring the Star Model Z-45 submachine gun for use by internal security forces, in addition to the surplus British and American guns currently being used.
