National Defence of Poland is one such great issue that is on many citizens minds. "How can we prevent this from happening again?" is not the question that is being asked but, "What next? What now?" Simple.
Following the attacks in late-1945 by Nazi Terrorist Organizations operating within Poland, it is clear that order has not yet been fully reigned in on this nation. We need to be in a state of recovery, not returning back to fighting that carried on casualties this continent has not seen since the Black Death.
However, all of this begins with the official letter to the People's Commissariat for Defence of the USSR - Poland no longer wishes to have its activities managed and is issuing a declaration of cooperation. Simply put, "We'll take it from here." At least, in the public eyes, that is.
Since 1944, the Supreme Command of the Polish Army and the Polish Armed Forces has been reporting to the Soviet Defence Forces, now it shall be on a cooperative basis with Soviet Forces in the region.
Law
- Milicja Obywatelska (MO) - Citizen's Militia
Order is the first step that we must reinforce across Poland. The rampant rake of our peoples from banditry and other criminal elements needs to be stomped out with firmness but delicacy. The ideas we have is training these units in Moscow on an interim basis while a military academy, fit for the Soviet Union itself, is built within each Military District. This should take at least until 1949.
In the interim, the Milicja will be working closely with the Military and, until police stations can be rebuilt, they will report to each respective Military Post for assignment.
- Korpus Bezpieczeństwa Wewnętrznego (KBW) - Internal Security Corps
Already existing of the 4th Infantry Division, the KBW will begin immediately establishing education and training centers for future members, hopeful to invite the average citizenry into the ranks to assist in the fight against the reactionary underground plaguing the country whilst simultaneously providing for standard law and order.
Their role is to be expanded once the centers are fully operational with set Soviet advisors trainers.

Główny Zarząd Informacji Wojska Polskiego (GZI WP) - Main Directorate of Information of the Polish Army and its main tasks includes
- fighting espionage, terrorist diversion and other destructive activities of foreign intelligence in units and offices of the Polish Army,
- fight against members of anti-state parties who infiltrate units and offices of the Polish Army to conduct destructive activity against the Polish Committee of National Liberation
- organization of the necessary agentural-operational and other undertakings, in order to create conditions at the front that exclude the possibility of impunity for enemy agents to pass through the front line, create an impenetrable front line for espionage and other criminal elements,
- fighting high treason in units and offices of the Polish Army (going to the enemy's side, hiding spies and showing help in the work of the criminal element).
Deputy Minister Maj. Gen. Marian Spychalski will be taking the reigns of the GZI, hopeful that a new independent organization on par with the NKGB and Smersh shall better prepare and protect Polish assets from the threats stated above.

Order
The Polish Armed Forces, currently stationed in varying locations all across Europe (Including soldiers as part of the 1st Byelorussian Front) are to be tasked to return to Polish Borders within 6-months. The Byelorussian Front has already been disbanded and units of the 1st, 3rd and 8th Infantry Divisions are already back home for internal security, however the 4th Infantry Division will be one such Division of elite, one of loyalty and strength.
A number of the ~440,000 soldiers under our command will be shifted into either the KBW, standard military duties, reconstruction assignments or they will be tasked to work alongside the MO. There will be special privileges for soldiers who leave to sign up with the Milicja. The Provisional Government is firm that we will hope to see 200,000 active duty service members by 1948.
In understanding that the MO, still new and finding its footing, will be a bit muted until they can be operational, the use of these seven military districts (as laid out in November, 45) will be not only the military headquarters but also the Milicja HQ Centers. The hope is, by the time of 1954 when the country's reconstruction is completed in its entirety, the Milicja will no longer need the military's backing in their day to day operations.
Above all, this will also allow us to streamline soldiers to respective districts, enabling us to detect hotspots of activity and send the necessary amount of troops to quell these threats.
The district commanders report directly to the Chief of the General Staff of the Polish Armed Forces.
