As per the Potsdam treaty and agreements, Libya has been under British and French occupation, but this 5 year time frame has ended. Britain, as per the Potsdam agreement the United Nations shall decide the future of Libya. Britain calls for a session of the UNSC, where the following will happen.

• Nations on the Security council may propose their solution, or endorse the solution put forwards by others on the security council.

• The 2 proposals most endorsed be given to the wider General assembly to vote upon at the next session.

With that said Britain proposes the following as her solution to Libya:

• The Unification of the French occupation Zone and the British Occupation zones into one entity.

• Said Entity will be a federal Kingdom of the provinces of Fezzan, Tripolantia and Cyrenica, Muhammad Idris bin Muhammad al-Mahdi as-Senussi will be crowned King Idris of Libya.

• A Bicameral National Assembly be formed and elections held with international oversight. The National Assembly will be consistent of a 51 member lower house elected through a Proportional system, and an upper house known as the Federal Council consistent of 6 members

• Further specifics (powers of the King, National Assembly and the Judiciary) for the constitution to be decided upon after elections, in a forum of tribal leaders and the Assembly, headed by Idris. UN advisors will be present to assist in the drafting.

• Upon the completion of this Process Britain and France will withdraw their troops Libyan Independence officially declared.

Britain feels this proposal is the best as it satisfies all parties involves and provides a voice for all ethnic groups in Libya.
