Today the United States decided to break the Potsdam agreement. The United States and USSR were in active negotiation over the future of Germany when the United States unilaterally declared their zone and the British zone as a puppet, capitalist state. The USSR was arguing for a united, neutral Germany that would be allowed to choose its own choice between capitalism, socialism, and communism. The United States disagreed, arguing in bad faith that Germany must be a capitalist regime that could be controlled through worker oppression and economic coercion from Washington.

The United States made these demands because they know no one would choose their system voluntarily. Workers have asserted themselves democratically in France and Greece only to be overthrown by capitalist plots. Despite this, the USSR offered in good faith for a neutral Germany that could choose its own path. We did not commit reprisals against the west for their actions in Greece or France because the USSR is a peaceful nation that wished to avoid conflict with the west.

This latest insult, however, is over the line. The US has plotted directly against the USSR behind our backs during negotiation. The USSR now must respond. Beginning immediately West Berlin will be under blockade. All attempts to send supplies to West Berlin will be turned away, including, but not limited to, trucks, trains, and boat by canal. USSR administered air space above East Germany is declared a no-fly zone. To avoid a humanitarian disaster all citizens of West Berlin will be allowed to leave and given ration cards to use in East Berlin, but they will not be allowed to return to West Berlin.

If resupply is attempted by plane, the planes will not be shot down, but the planes will be buzzed and escorted by Soviet fighters
