Given the total collapse of talks with the parties involved in the Palestinian question, Britain will turn to the United Nations to provide clarity and direction. The committee proposed by France (UNSCOP) will begin to investigate the Palestinian problem, and craft a solution. The Commitee shall be consistent of representatives from the following nations: Australia, Canada, Czechoslovakia, Guatemala, India, Iran, Netherlands, Peru, Sweden, Uruguay and Yugoslavia.

These representatives are from neutral nations, and will be biased towards one side or another. The committee will tour the mandate, meeting with locals, representatives of the respective parties. Generally engaging in a fact finding mission, the plan is to compile information to try and craft a solution for the issue of Palestine. Given the issues during negotiation, Britain will propose the following to the committee:

• The issue of land and immigration are key to the problem. Palestinian representatives have expressed concern over the 'replacement' of the Arab populace by Jewish immigrants. Likewise they fear the ousting of Arab landowners by Jews purchasing property.

• Vice Versa, the Jewish representatives believe any restrictions on immigration to be unacceptable, although they have negotiated down from this position. They also view any territorial separations that do not allow for expansion of Jewish economic activity unfavorably.

• The activities of Jewish militias continues to escalate, Britain personally does not believe peace is possible until these militias disarm. We should suggest a multinational peace keeping force to accomplish this.

• A bi-national solution would be preferable, but will face the above issues.
